Pre-Completion vs Post-Completion Snagging Surveys – Which Is Best?
Buying a new-build home is an exciting milestone, but it’s also one of the biggest financial commitments you’ll ever make. Before you collect the keys, you’ll naturally want reassurance that your new home has been finished to the standard you expect.
One of the most common questions I’m asked as an independent snagging inspector is:
“Should I have my snagging survey carried out before completion or after I’ve moved in?”
The answer isn’t quite as straightforward as many people think.
Whilst a pre-completion snagging survey sounds like the ideal solution, my experience tells me that, in most cases, a post-completion snagging survey provides a more thorough inspection and ultimately gives the homeowner greater control throughout the snagging process.
Having inspected hundreds of new-build homes across the Midlands and beyond, here’s why.
What Is a Pre-Completion Snagging Survey?
A pre-completion snagging survey is carried out before legal completion, whilst the property is still owned by the developer.
The aim is simple: identify defects before you move in so they can be rectified before handover.
On paper, it sounds like the perfect arrangement.
Unfortunately, the reality isn’t always quite that simple.
The Reality of a Pre-Completion Inspection
One thing I’ve learnt from inspecting new-build properties is that very few are truly “finished” when a pre-completion survey takes place.
In many cases, I’ll arrive to find:
• Trades still working throughout the property.
• Decoration still being completed.
• Kitchens and bathrooms being adjusted.
• External works unfinished.
• Protective coverings still in place.
• Dust and construction debris throughout the house.
• The builders’ clean yet to be carried out.
Whilst I can still identify a significant number of defects, the property often isn’t presented in the same condition you’ll see on completion day.
Dust and debris can hide scratches, damaged finishes and cosmetic defects. Likewise, developers frequently continue working on the property right up until the day you receive the keys, meaning the condition of the house can change considerably after the inspection has taken place.
Why I Usually Recommend a Post-Completion Snagging Survey
Contrary to what many people expect, I generally recommend having your snagging survey carried out after completion.
The reason is simple.
By this stage, the developer is presenting the finished product.
The house should have received its final builders’ clean, all trades should have completed their work, and the property should be ready for occupation.
From an inspection point of view, this is exactly when I want to see it.
I can identify cosmetic defects far more easily, including:
• Poor decoration.
• Scratches to glass and sanitaryware.
• Damaged kitchen units.
• Flooring defects.
• Poor mastic application.
• Incomplete finishing works.
• Adjustment issues with doors, windows and ironmongery.
These are often much harder to identify during a pre-completion inspection when the property is still effectively a working building site.
You Also Retain Greater Control
Another important advantage of a post-completion snagging survey is that you are now in control of the property.
You can:
• Arrange the inspection at a convenient time.
• Compare completed repairs against the snagging report.
• Ensure defects have actually been rectified properly.
• Raise additional issues that become apparent after moving in.
• Liaise directly with the developer’s customer care team.
Most major developers also provide a two-year defects period, meaning they remain responsible for putting right genuine snagging defects after completion.
There is often a misconception that every issue must be identified before handover.
Thankfully, that simply isn’t the case.
Are Pre-Completion Surveys Worthwhile?
Absolutely.
There are certainly circumstances where a pre-completion snagging survey makes perfect sense.
Some developers actively encourage independent inspections and genuinely want defects identified before legal completion.
Where the developer has sufficient time to rectify the findings before handover, a pre-completion inspection can significantly reduce the number of outstanding issues when you move in.
Every development operates slightly differently, so there isn’t a one-size-fits-all answer.
My Professional Opinion
People are sometimes surprised when I tell them this, but if I could only choose one inspection, I would almost always choose post-completion.
That isn’t because pre-completion surveys don’t work.
It’s simply because I find the inspection is almost always more comprehensive once the property has reached its final presented condition.
Having inspected hundreds of new-build homes, I’ve found that the majority of defects I identify are cosmetic or finishing related. These are exactly the type of issues that become far easier to identify once the builders have left, the property has been cleaned, and everything is visible.
Ultimately, my role isn’t to find faults for the sake of it.
It’s to provide homeowners with an honest, independent assessment of their new home, highlight anything that requires attention, and give them confidence that they’re receiving the quality they’ve paid for.
Which Snagging Survey Should You Choose?
If your developer offers the opportunity for a pre-completion snagging survey, it’s certainly worth considering.
However, if you’re asking for my recommendation based purely on experience, I’d generally advise arranging an independent post-completion snagging survey shortly after receiving your keys.
In my experience, it consistently results in a more detailed inspection, a more accurate snagging report, and ultimately a better outcome for the homeowner.
